[MC-134313] Slow fall effect does not work on ridden horse

I tried a slow fall splash potion on a horse that I was riding yesterday, and it falls at normal speed.
I tried falling by myself, I fall slowly.
I tried pushing a slow fall horse off a cliff, it seems to fall slowly
I tried riding that horse off a cliff, we fall quickly

it seems to happen on all rideble animals (pigs, llamas, skeleton horses) the horse only falls normal speed iff you sit on it, this both happens iff only the horse has slow falling, when both the player and the horse have the affect, and iff both the horse and the player have the effect. i really hope it gest fixed i want to ride a pig through the clouds
