[MC-134326] for some reason minecraft can't update from 1.12 to 1.13

everytime i open the minecraft launcher and try update minecraft it comes up as system error. I've tried to fix it but nothing works.

here are the details:

Caused by firewall, antivirus, adblocker etc. See MCL-5546
