If MC-119559 is considered valid and gets fixed, then the behavior described in this report here might be intended and the other inconsistencies listed below could be considered bugs as well.
The bug
Breaking a 8-level snow layer block with a silk touch shovel drops a snow block instead of 8 snow layers.
This is rather confusing because 8-level snow layers and snow blocks are pretty different
