[MC-134808] New Swimming Doesn't Work

When I try to swim in the water in 1.13, i just stand and float normally like in previous versions. The other water mechanics work fine, but I can't swim at all nor can I "sprint-swim." This happens in both creative and survival on singleplayer.

No, it's not either of those. Swimming doesn't work at all. The animation just will not show up.
