You are unable to sprint using control when on the ground in one-high water, even when flying in creative and spectator mode. This is easily seen with the lack of FOV change clearly seen in versions 1.13-pre6 and prior. In fact, some of the behaviors of MC-133157 occur when bobbing at the surface of the water, when the game allows sprinting in mid-air, but not in water.
You don't have to play the game very long to notice that sprinting in shallow water no longer works. It's really annoying and you need to go down a level to even start to sprint.
Sprinting is also impossible when climbing a vertical water stream while not being completely in it. It seems that the air bubbles have to be visible (or be able to be visible for creative players and spectators since they don't drown) to sprint when in water. However, if the player is already in the swimming mode, being next to a vertical water stream wont stop them from sprinting unless they go too far.
@unknown "FOV changing while bobbing and spring in water" isn't a unique issue. It's caused by sprinting possible in the air and impossible in the water.
@Matthew notice how you said "caused by". JIRA has a way of linking issues using caused by for this exact reason. The change from being able to sprint in shallow (1 block) water to being unable to is one 'issue'. It caused an unforseen issue of the FOV changing when bobbing and sprinting.
Just recorded it. This is me holding sprint, w and space. Judging by the title I would've thought that this bug were different to MC-133845 but apparently that was a dupe of this.

@Khubalb Ali The fact that water can slow you down while flying in spectator/creative mode when it didn't before is definitely a bug (if not being slowed down in survival).
It's intentional that players cannot sprint in 1-deep water. Some bugs that were marked as duplicates of this bug might not be covered by this decision and might now need to be tracked separately.
Hello? Why is this makred resolved? The purpose of a Depth Strider is to enable the player to have the same movement speed as it has when walking on land. I've been waiting 6 years for this to be finally normally resolved! This is just ridiculous.
