[MC-134831] Vines can grow at a invalid block

How to reproduce:
1) Place a vine on a block and place under the block a block on that the can not place a vine (for example a stair).
2) Set the random tick speed to 300 and wait for a few seconds.

And here is the bug. The vine grows on the invalid block.

What’s invalid about it? It can grow on air but you can’t explicitly place it there.

As long as it has a vine right above it, with the same faces set to true, then it's a valid location, regardless of the blocks next to it.

Hmm, I think is really strange that the player can't place a vine on a stair, but then grows one there.
