So I don't how to describe it, and also not how to search it.
But basically my movement is kind of strange.
I just opened 18w30a and my movement has been like this since the beginning op starting a game.

ALL movement and actions are at increased animation speed; walking and running are faster in actual ground speed, breaking blocks appears to still be at the proper break speed but the tool swing animation of such is at hyper speed.
I'm having the same issue, but only in my survival world. My creative world is fine, and remains fine if I switch into survival mode using commands.

There is a known issue in the snaphot that sometimes player animations are too fast. It will be addressed tomorrow in a new snapshot!
It happens only in Superflat and Buffet worlds, or in regular worlds when changing dimension. In regular worlds it can be fixed by saving and quitting.
Neko, I made a report on this bug without knowing it was a known issue, so here's an apology for making MC-134819. Hope this saves you a bit of time when looking for duplicates.
Happening to me too. I move pretty weird like having speed III and my jumps are lower but insanely faster
