Spawning Endermite in Peaceful with ender pearl

All endermites summoned from pearls seem to freeze when summoned regardless of difficulty. This might be related to MC-134974.

Also, endermites that are spawned from ender pearls in 1.13 properly despawn. Could be caused by MC-134974.

Edit: Cause by MC-134974 entities affected by it does not despawn when changing the difficulty to peaceful.
