Un-reactive track pad when scrolling through HUD

Scrolling becomes spotty (skipping/going opposite direction/not smooth) when using a macbook air track pad to scroll through items in the HUD. Can still move the crosshair normally. The problem doesn't exist when I use earlier versions. Same problem in newly created world in 1.13 and in worlds from earlier versions played in 1.13. 

I'm using Macbook Air with macOS High Sierra version 10.13.6
