Drowned has no spawn condition that '' on the floor '' like other zombies.
It is possible to spawn like dolphins and fish.
This can't prevent spawning like other mobs, and it's not easy to play near the ocean as legacy version.

They are damaging game balance.
Other mobs are easy to prevent and can be defended with torches etc.
I think that the developer did not intend on this. And this will waste Sea pickle.
And extremely easy mass prevention and control over mob spawning isn't game breaking/unbalanced? Saying that it damages game balance is highly subjective, perhaps the methods for preventing mobs from spawning should also be listed as bugs under that notion, since they are equally, if not more damaging to the game balance.

Also, as with all mobs, you can prevent them from spawning with a high enough light level: "Drowned will naturally spawn at light level of 7 or less in ocean biomes (all variants)". I would say this is either WAI or just invalid.
