Have a private server running for a children's library program, and the laptops used to connect to the server (running on a separate laptop connected to a router, etc.) will not start the game from Launcher when connected to the private network. The private network does not offer the computers internet connection.
When the laptops are connected to a network offering Internet, the game starts and we are able to switch to the private network after.

I have tried all 3 of these solutions. I was trying to launch 1.13, I've tried it while being disconnected from all networks. And I've logged in while connected to internet to refresh the account token, and the error continues to happen.
Did you tried to redownload minecraft? Did you repprted it on Minecraft site? Check your .minecraft probably you have something wrong in there.
Does this issue belong on the Minecraft Launcher Project?
On the log I see a download job for 1.7.4, did you try to launch that?
Also, have you tried logging in without the internet cable connected? It being connected to a network(even when it has no internet) might confuse the launcher
Lastly, you will need to log in every so often so the game refreshes the account token, have you thought of allowing the connection to communicate with authserver.mojang.com and sessionserver.mojang.com?
