I under stand that torches and other blocks prevent book shelves from registering for the enchantment table, but their is no blocks between that area, only above it. It shows the bookshelves effect, but does not increase levels.
1st image shows nothing above the empty space between the bookshelves and the table.
2nd image shows that it gives the level 30 enchant as expected.
3rd image shows glass above the space while nothing is blocking the space between.
4th image shows the enchanted levels given from the 3rd image.
Note that the iron bar above the enchantment table works perfectly fine and does not affect the enchanted levels.
-The more blocks over the empty space, the lower the levels get as if you were covering the empty space.
-This should work as the enchantment table should accept the effects from the bookshelves because nothing is blocking it.

First, the point about unmodded client is 100% valid...
Second, once again: wiki documents the observed behavior, which is not always the same as intended behavior. (Wiki author has confirmed this, even to the point that when it is known to be intended, e.g. by developer twitter comment, it is specifically noted.)
In this case, it would seem that the requirement for two high air is a left-over from the time when there had to be more bookshelves around. Does not make sense to require the upper block in between to be air when the shelves are at the lower positions; the idea is to not block the path in between, and the upper air block would not be in between with the shown placements.
But, this is borderline between a bug and a feature request. It might not work as expected (or even intended) now, but it doesn't behave worse than before.
Is this still a concern in the current Minecraft version? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases. If this has been done, we can reopen the issue.
Keep in mind that the "Resolved"-Status on this ticket just means "Answered", and that we are waiting for further information on whether this issue still exists or not. We will reopen it as soon as the requested information has been deliviered.
