Inconsistency: Coral and coral fans harvested without Silk Touch do not drop dead coral/dead coral fans

When a live coral or live coral fan is broken with a pickaxe that does not have the Silk Touch enchantment, it drops nothing and is lost forever. This seems inconsistent with living coral blocks, which when broken under the same circumstances, drop a dead coral block.
