[MC-135924] End loot pools are repeating, possible dupe bug?

I was in the end and found a city, within I find the normal chest full of loot but once I opened a few more chests I began to realize most of the chests in that single city had all the same loot, same exact enchantments, same number of items. I went to a different city and though the loot was different, all of the loot in that city was all the same! I opened up a creative world to see if its just a world problem but in fact the problem continues!

I enjoy finding duplicates of some pretty cool loot like diamond armor with mending and protection or a chest full of diamonds over and over but I feel like that makes the game too easy and a little bland, I like a mix up in things!
