The spawning system no longer cares whether its day or night to spawn mobs,. Mobs can spawn in broad daylight.

I have this same issue. Even in fenced villages, hostile mobs spawn. My village is in the Taiga and even slime are all spawning during the daytime. Also watched as 3 skeletons spawned in the ocean and sank in front of me...again, daytime.
