Fire can spread from "flowing" lava

When lava is in the process of flowing (not the flowing animation, but the process of lava spreading vertically or horizontally), fire can spread from the lava as per the normal rules of fire spreading from non-flowing lava. While this is probably more intuitive, it is inconsistent with past behavior, when flowing lava and non-flowing lava had distinct block IDs.
