[MC-136372] Players can fall through unloaded chunks

I was going home in my minecraft world in a boat, and i was over an unloaded chunk and fell through the world. Additionally, the void does not kill people in Survival

This strongly relates to an issue I reported earlier (MC-128258) but it was closed because I couldn't recreate it in 1.13-pre6

Please check if that's still an issue for you in the latest 1.14 (pre-)release.
