When no minecraft files are present, the game downloads it's files as desired, but then when files are present, it launches and instantly crashes, crashing with an exit code of 1.
I have tried deleting the .minecraft folder, reinstalling java and updating drivers but to no avail, the game just crashes every time I try to launch it.
I would like help with this, please, as I am at a complete loss of what to do about this situation.

try using the repair function of the installer then restart your computer at the end when it asks you to. that just fixed the issue I was having. even after i reinstalled it several times
It may be helpful to isolate whether this is a problem with your user account, or with your system as a whole.
Please create a new user profile (a computer user, not a new Minecraft account), log in as that user, and try Minecraft from there. If it works, there's something on your profile that's breaking Java or Minecraft. If not, there's something amiss with your system as a whole.
You are using a cygwin version?
