Eye of enders lead to same position.
Enter Spectator mode and see that there is no stronghold at [8,~,8].
http://chunkbase.com/apps/stronghold-finder#-9198315552835156374 shows no stronghold at that location [8,~,8].
Strongholds DO exist in at least one location, found by chunkbase.com. Found stronghold at [1540,~,-380] and verified with Spectator mode.
World was generated on a server during updates but before full 1.13 release and is now running on the full release 1.13.1.

Yes, I found that report but I didn't understand how it is a duplicate. MC-124915 reports on /locate finding strongholds in worlds that should not have strongholds (e.g., Nether) and at coordinates 0,0. Neither situations are in my bug report. And where is the fix if I am playing on 1.13.1 now and it is still occurring?
It is a duplicate of that report because:
World was generated on a server during updates but before full 1.13
Creating a new world should solve this problem.
This ticket only covers finding strongholds in worlds that should not have strongholds.
Also, @unknown was talking about someone's else ticket not MC-124915.
