Elytra not activating at all

I searched for a similar issue that I'm having, but all are older versions that I found. I just got an Elytra in an End City, however it wont activate, it wont show animations, nothing. It acts like I'm not even wearing one.

Did you press spacebar (or whatever you have jump bound to) when in midair?

Yes, even unequipped and re-equipped it and it does nothing.

Update: it works in the overworld after leaving the End.
