[MC-137102] Hoe doesn't lose durability if used to mine blocks

If I use a hoe to mine a block, it doesn't seem to lose any durability whatsoever. Even when mining stone with it.

Reopened, since MC-5251 is only about mobs being hit by the hoe, which now has been fixed, suggesting that this might be a valid bug as well.

Also, other tools loose double the durability if they are used to mine a block that they're not made for.

Not sure when it was fixed, but it was.
