Stutter When Placing/Breaking Blocks Around Base

Lately I have been trying to solve an issue I have been having with my game recently. Usually I am decent at solving problems like this, but this one has confused. I started a new server using an online hosting service MCProHosting, and come across a problem with part of the map. I built a largish base, a tree, in creative to get the world started. While building it and afterwards in survival, whenever I place/break blocks around the tree, out to 30 blocks, I get a major stutter. My FPS hovers around 450 while every couple seconds dipping to 170, but the when placing/breaking blocks around the base it falls to 16-20 FPS.

At first I thought it was the server causing the issue, so I asked them to change the server to a spigot server in order to monitor the timings. The MCPro techs didn't find anything out of the ordinary in the timings, so I decided to download the world and play it in single player and I still had the stuttering in the same places. My friends tested it and they were getting stuttering. The weirdest part is not the fact that it happens to everyone even on single player, but that the stutter increases in strength at discrete blocks around my base. I was using optifine and had the lagometer on, I also tested without optifine and it still stuttered, and it showed double the chunk updates at discrete radii away from the base. And it doesn't go from all to nothing, the stutter decreases in increments, almost halving every couple blocks.

I suspect it has something to do with lighting updates because the largest spike is under the canopy of the tree. I don't understand why even being in the base and being a couple blocks away from the canopy edge there is still stuttering. I would like to have an answer or help someone to find an answer.
