Unable to tie mobs to fence with less than 2 leads

When trying to tie a horse to a fence, you are unable to do so if you only have 1 leash in your hand. Here is some screenshots: http://imgur.com/a/q89U4

this issue is still in 13w17a, unable to tie horse to fence unless you have 2 leads. lead should not disappear from inventory when attached to horse, only when attached to fencepost.

The lead should act like a fishing rod. It should still be in your hand up Until you click on the fence. And then when you want to take the lead off the fence it should be in your hand and not just drop and un lead the horse.

Seems intended. The first lead is too short to tie to a fence, so you need a second lead.

Read the Wiki guys... This is an intended feature. Thats why you get two when you craft them.

Isn't minecrafts intention to attempt to replicate the real world? What caretaker uses two leads to tie a horse to a post? in what world are any of you living in where it takes two leads to do this? None. One lead, one horse, one post, period.

The wiki is just describing the status quo of the game without the knowledge if certain issues are intended or not.
