Random ticks occur while player is in spectator mode

Can confirm - tested and wheat grew while I was in spectator with random ticks turned up when in 18w43c, but not in 1.13.2.

Is this still an issue in 19w09a?

Crops will still gown in spectator mode in 19w09a.

Why would you expect wheat to not grow in spectator mode? Time doesn't freeze just because there are no living players left. How is this a bug?
