Mobs Not spawning in superflat

Mobs are not spawning normally at nighttime. Once the night cycle came no mobs started spawning then a minor lag spike happened and there were at least 200 mobs in 3 chunks. They do not spawn anywhere else during the night. Slimes and passive mobs spawn normally during daytime.
