World does not tick when two players are far away from each other

When multiple players are online but far away from each other, crops/saplings do not grow and mobs do not spawn. When all players are brought back to the same area, everything continues to work correctly.

The same on my server. Mobs doesn't spawn, crops not growing, leaf not decaying.

Tried setting randomTickCount with no luck.

 

Discovered that if everyone but one player logs out it does work, no matter what player is online, as soon as there is only one player Everything works as normal. with randomTickCount at 100, stuff decay, grow and spawn rapidly. as soon as Another player comes on: nothing.

I can confirm too: present in Minecraft Server 18w44a.

Let several players logging to the Server, if everyone is standing on the same chunks or close to each others, everything is fine. Once they start spreading out around the world, plants stop growing, leaves stop decaying for everyone. Once they match their position on the world again, the random tick resume working. Then once they spread out again, it stop working. Same issue with mobs: they are spawning only if everyone is loading the same chunks. They stop spawning once everyone is spread out.

Confirmed with a remote server, 18w44a. At least, "Confirmed until I looked up this as a bug." Now it's working properly. Stupid bugs and their bug-report detectors. This may be an "intermittent" thing with quirkiness in reproduction, but it is on a server with 3 people on it, only 2 in the same general location. Slow crops 30 min. ago, now crops are fine after reporting. As reported, affects leaf decay and other things affected by /gamerule randomTickSpeed.

Ok, out of Spawn Chunks, we set randomTickSpeed to 999, no effect. As soon as my wife and I got back to our base in spawn chunks, everything sprang up and it is evident the 999 randomTickSpeed was working. This may have something to do with the status of loaded chunks. The third person (jorispiepo) was away from our location the whole time, but online.

Random tick and mob spawning both stops working. I thought it was related to player's dimension, but actually I couldn't reproduce what my friends told me.

But the breaking of the random tick and the hostile mob spawning except those from spawners has been consistently observed after playing for hours on my snapshot server.

Mobs spawn for me when players aren't in the same chunk and crops will grow. Everything besides this is still true in this bug.

Can confirm for 18w45a. Crop growth, mob spawns, leaf decay only if alone or everyone in one chunk.

Same problem here. Nothing grow, spawn and/or decay until Players on LAN get together.

Seems to be fixed for 18w46a, tried with two accounts and 20k block apart, crop growth and leaf decay works. Will check with multiple players.

EDIT: confirmed with multiple players, server is ticking properly and mobs are spawning. Server is overloaded however even with few players.

I can confirm world is now ticking properly with 18w46a. But unsure concerning mob spawning (they seem very low even with only one player on, and cleaning with /kill command).
Can confirm compared to previous snapshot, server is now constantly overloaded too, and keep being overloaded even after restart when no player is on.
