[MC-138753] /locate command errors for certain structures in worlds created in 1.13.2

After trying to use the /locate command it would just say that some error occured.Checked in 1.13.2 and it was working properly in the same world and location.

It seems that /locate gives an "unexpected error occurred" chat message for certain structures if the world is created in 1.13.2; the specific structures that failed for me (on world seed -4467257562132347903) are Buried Treasure, Desert Pyramid, Ocean Monument, Mineshaft, shipwrecks, swamp huts, Nether Fortresses (when in nether) and End Cities (when in the end). Hovering over the chat message displays java.lang.NullPointerException.
