I have encountered this issue only after updating to 1.13.x and not any version prior. All difficulties have automatic regenerating hunger, regardless of whether it is singleplayer or on a server.
Confirmed difficulties with regenerating hunger are easy, normal and hard.
For clarification, this is hunger regenerating like health does on peaceful.
Current version being used is 1.13.1 on a server, as I need worldedit to work serverside, and there is no 1.13.2 version yet.

One issue with your "invalid launcher" opinion, I'm afraid... ALL I did was download 1.13, and the only modification made ANYWHERE is setting the assigned ram to 7 gig.
I have NO modifications to the server that could affect hunger, and since it's on the vanilla launcher, with no changes, it cannot be invalid by means of modification.
Hell, I don't even know what CAUSES it... Only that it effectively means that I have peaceful+monsters for no apparent reason.
just confirmed it with my mom, who has no mods on her vanilla launcher either, and it's the same for her. She always uses the twitch or technic launchers for modded, cos she plays specific packs. I have no mods any more since all the mods I had were for 1.12.2 forge. So... This issue is still completely unresolved.

Your game, launcher or server is modified.
If you can reproduce the issue in a vanilla environment, please recreate the issue.
Any non-standard client/server/launcher build needs to be taken up with the appropriate team, not Mojang.
Any plugin issues need to be addressed to the creator of the plugin or resource pack.
If you have problems on large servers, such as The Hive and Hypixel, please contact them first as they run modified server software.
