I don't think them want to aim, they needn't aim before 18w46a, and they shoot extremely fast when their crossbow are enchanted quick charge 4, but they can't shoot so fast since 18w46a due to they need to wait about one point and five second with loaded crossbow, and due to various bugs of pillagers(multishot and piercing don't work, can't shoot fireworks or tipped arrows frow their offhand, no way to promote the attack damage of crossbow, can't use other weapon, and more), the pillagers are much weaker than their partner vindicators
Based on the resolution of this and MC-138459, I think pillagers are intentionally the weakest of the illagers; they shoot arrows less frequently than a skeleton, but they also have different behavior and more health.
I think they're trying to aim, but the strange part is that when their crossbow is loaded and you move out of sight, they shoot the instant they see you. It's kind of weird that a pillager would want to aim anyway since you can literally shoot a loaded crossbow with a single click (compared to the greater effort of aiming and shooting with a regular bow).
