Illager patrols spawn sometimes lacks a leader

I have found that running my 1.14.2 server for several days will cause pillager patrols to lack a leader. No patrol leaders with banners are spawned at pillager outposts wither when they stop spawning with patrols. Once I stop the server and then restart it the patrol leaders are once again spawned with patrols and at pillager outposts. I have 16GB of memory on my server and up to 10GB can be used by java for running minecraft.

This might have been fixed in 1.14.3-pre1 along with MC-151995.

Please check if that's still an issue for you in the latest 1.14.4 release.

Can not reproduce in the latest snapshot.
