Chests in ocean ruins not opening

The bug

I cannot seem to open chests that are generated in underwater ruins. Only seems to effect chests that have generated in ruins that have not completely generated under the water.

There may be a solid block on top of the chest, did you check for that?

Confirmed for 18w47b. Also the Ocean Ruin seemed to create a garbled mess on
Seed: 3370055271394367064 and at Coordinates: /tp @s -1008 ~ -226
On this Seed you can also see two Ocean Ruin's spawning above water (which apparently "Works as intended") to which the loot cannot be opened, even when the chest is waterlogged.

This also affects 18w47b, and seems to relate to MC-139694.

Using F3+I on the chests gives:

/setblock 1623 50 21333 minecraft:chest[facing=north,type=single,waterlogged=true]{metadata:"chest",mirror:"NONE",ignoreEntities:1b,powered:0b,

seed:0L,author:"LadyAgnes",rotation:"NONE",posX:0,mode:"DATA",posY:1,sizeX:0,posZ:0,

integrity:1.0f,showair:0b,name:"",sizeY:0,sizeZ:0,showboundingbox:1b}

It seems as though the game is placing the chest but retaining the structure block nbt.

Ran into this issue while trying to reproduce (with the provided seed and coordinates in that ticket) MC-130786 in 18w47b.

Confirming for 18w47b  I put a chest next to it and could only click that one even though it was joined to the failed chest.  It showed empty when I opened it.

I have had the same issue with all underwater ruin chests, regardless if they are partially submerged or not. Not to mention that when I break them, no loot is inside.

I was having this issue as well for any underwater ruins. However, as of snapshot 18w48a it seems to be fixed, though I haven't tested it with worlds generated in Minecraft 18w47a or Minecraft 18w47b.

Seem to be fixed in 18w49a

Can confirm this is fixed.
