[MC-139841] Using /locate to find pillager outposts in a superflat world freezes the game

The bug

When trying to locate a pillager outpost using /locate Pillager_Outpost on a superflat world that also includes {{pillager_outpost}} in the superflat preset, the game will completely freeze.

How to reproduce

Make a superflat world with the following preset:

minecraft:bedrock,2*minecraft:dirt,minecraft:grass_block;minecraft:plains;village,pillager_outpost

Try to locate a pillager outpost.

/locate Pillager_Outpost
```
→ ❌ Game completely freezes, although FPS doesn't drop whatsoever

I seem to be getting similar results from doing the same thing with the new villages (New_Village). Description should be changed accordingly. This also means it affects 18w48a.
