[MC-139955] Ocean ruins can spawn completely obliterated in certain chunks

I am not sure how rare this is, but an ocean ruin spawned completely messed up within this chunk.

If you try to reproduce this in 1.13.2, you will instead reproduce MC-129819 (the ruins generate way less glitched, but still stack on top of each other)

Edit: This seed may no longer spawn obliterated chunks or stacked buildings in 18w48a, but ruins can still spawn stacked in 18w48a because I have seen them in other worlds..
