Can't place items on Transparent Blocks

Cannot Reproduce

Can't place blocks on top of transparent blocks such as glass and sea lanterns.

Cannot reproduce in 18w49a. Blocks can be placed on transparent blocks just fine.
If this is still an issue for you, please describe exactly what items/blocks you can't place on transparent blocks.
