[MC-140365] Pillager outposts remove the ground around it

The bug

Pillager outposts remove the ground around to spawn I guess. Probably something to do with the structure generating inside of a hill.

How to reproduce

Use the following command: ⚠️ Make the building load earlier than the terrain.

```
Use the creative mode to fly to the X: -1118 Y: 71 Z: 304.
