Server stop sending chunks

I have been having an issue with this since the 1.14 snapshots. My kids and I will download a snapshot (last one we tried as 18w47b). I start a game, open to LAN and they join. We started a base near world spawn, I took a boat to go get some sheep and upon my return, I couldn't see anything at the base except the mining "sparks" from one of the kids. Nothing would load for them or myself (as the host) until I shut the game down and restarted it. I think this was before 47b (maybe A?), on 47b I moved away from world spawn to search for loot, and my kids were unable to move because nothing was loaded. It's as if the chunks weren't loading on either snapshot.

Sorry for not making my own report, I tried to create accounts before and never had the option until today for some reason. And I only tried again because I saw this report and wanted (hoped) to reply.
