Entities frozen/unresponsive in End

Upon entering the End through a created end portal, i notice all endermen are frozen and there is no ender dragon. upon reloading the save, one to three entities begin moving at a time but only every few seconds. Endermen are also extremely slow or unresponsive to staring at them as is shown in the screenshot below.
