[MC-140823] Snowy grass set to false although it's on snowy tundra

I was playing in the new snapshot and I came across something very weird- you'll understand from the pictures.

Cannot reproduce with a freshly created world with that seed. Did you create the world in some 1.13 development snapshot before MC-124312 has been fixed?
