[MC-140845] Wither skeletons do not drop picked up skulls

Wither Skeletons do not drop the heads if they pick them off the ground. To reproduce drop a wither skeleton head. If a wither skeleton picks it up kill it. He will not re-drop the head he had picked up.. Note I have only had this issue in multi-player only.

Cannot reproduce. The wither skeleton will always drop the head it is wearing.

Tested in 1.16.5
Bukkit Server: issue occurs
Vanilla Server: no issue
Appears to be an issue with Bukkit, or a plugin on Bukkit, either way this is a modded issue and does not appear in vanilla.
