I just started a new server on the latest snapshot. My friends and I are having issues loading into the world. The skybox generates but the chunks never load. Once we are in the world it is usually fine, at least until one of us walks off too far and falls off the edge. Restarting the server and relogging fixes the issue

Running a vanilla local server on this version and having to relog to fix chunk loading near fairly developed base. On java 64 bit and 4G max in client argument. This is happening over and over, most often near the base.
Update: One core of the server CPU is pinned at all times. while the others idle around 15% Then minutes later it will be a different core that is pinned.
