When using the /summon command and using the "PatrolLeader" tag, it doesn't summon the pillager as a patrol leader. Here is the command I'm using...
/summon minecraft:pillager{PatrolLeader:1,NoAI:1} ~ ~ ~
It summons a normal pillager.
I expect it to be carrying a banner, but idk.
