hi there i have been playing the 18w50a snapshot for a while and it has came to my attention that when i go out of the load spawn chunks no mobs will spawn in the water only on land and also at night there will be no hostile mobs spawn so may you please gauid me to what i can do to make mobs spwan again in the water and at night

Cannot reproduce. In my world, both hostile and aquatic mobs spawn just fine.
