Campfire doesn't extinguish when water current passes above it on a hole

What I expected to happen was...:

The campfire would extinguish when a water current passed above it

What actually happened was...:
The campfire was still on when the water current touched it

Steps to Reproduce:
1. Dig a 2 height hole (1x1x2)
2. Put a campfire on the bottom
3. Place a water source one block (or more) ahead of the hole that way the water current enters the hole (see images)

Can reproduce in a 1x1 hole as well and even in a 2 deep hole if the water is placed right above it.

Seems like the campfire only extinguishes if the water is placed right on top.

 

System: Windows 10 build 1809

Likely intended since water doesn't flow into waterloggable blocks.
