you cannot place minecarft rails if you try to place them on carpets

Duplicate of MC-14285, please use the search function to see if your bug has already been submitted. Currently over 54% of tickets are being closed as duplicate.
I would think so, carpets and rails are both non-solid blocks. You also can't place rails on torches, or rails on redstone. I'd say this functions as intended.
