When players move too far apart while on a dedicated server, the server will lag uncontrollably until either one player moves closer or disconnects.
What I expected to happen was...:
Server would be unaffected.
What actually happened was...:
Server lag was so great the game was rendered unplayable.
Steps to Reproduce:
1. Teleport or move one player more than 1000 blocks in any direction.
2. Server will lag and drop clients.

I have the same problem, changing the amount of memory almost does not change the situation, sooner or later the lags begin. No such problem was found on version 19w02a, all subsequent versions have this bug.
mine goes to 4000ms and the RAM fills up to 8GB. so will Mojang see this eventually it does this need to get a lot of replies?
Could you identify what's ticking too long? Reproduce the lag situation, then start a debug profiling with the command:
/debug start
Let the profiler run while the server is being overloaded. Then stop with "stop" argument. Watch and report any console output (what's taking too long?). Then you go to the debug folder in your server's folder and read or join the debug profiling.
What are the server specs? Sounds like it cant keep up with the view distance set
