The End Gateway is expected to transport the gamer to a location near an End City. Instead it transports the gamer to a tiny End Island with no nearby End City. See the attached screenshot produced in spectator mode.
This is not a duplicate of MC-138069, that bug has been successfully fixed. (and Thanks!)
To duplicate this condition, create a new world, survival mode, with cheats enabled, and the following seed:
-1504342332604097644
/give yourself the appropriate armor, weapons, tools and materials (I use a datapack function to do this =) ), then /tp to the End Portal at these coordinates:
(-1442, 28, 644)
Activate the End Portal then jump in. Slay the Ender Dragon and you will find the End Gateway near (77, ~, -56). Build a pillar up to the End Gateway and toss in an Ender Pearl.
This will take you to the End Island pictured at coordinates (615, 76, -454).
/locate EndCity produces coordinates (48, ~, -1200). After /tp to those coordinates, there is indeed an EndCity present. Cursory search of the surrounding neighborhood does not show a return End Gateway.
If you need further details, I would be happy to oblige.

Thank you Oval. I search first before I create a bug, because there is no point in duplicating work:
summary ~ "end gateway*" OR description ~ "end gateway*" ORDER BY created DESC, lastViewed ASC
That search did not find that bug. Please do not assume the reporter did not search.
Duplicate of MC-141823. Please search before posting.
