Scaffolding uses the "distance" value of it's pillar, rather than the shortest

When a scaffolding pillar can have a shorter distance value mid-pillar. (see image)
It will use the longer distance from the rest of the pillar instead.

It's expected that the distance 6 next to the distance 3 becomes distance 4.

This issue is exactly the same as MCPE-41370
