Whenever a zombie on fire is holding a weapon, the zombie can't catch the player on fire.

Confirmed, as long as Zombie holds an item he does not set players on fire.

I have checked Fire Aspect and the enchantment still works.

Intentional. Only when they hit you with their fists will they have a chance of setting you alight.
