[MC-144023] The exit portal could naturally generate too low

The end portal generates too low in certain worlds.
To reproduce, use the seed -953538683905638291 and teleport to 3 19 0 in the end to see an end portal that spawned too low.

Come to think of it, it does, even though I found a seed that reproduces MC-93185 naturally instead of artificially.
