When changing the Turtle Shell item texture in a Resource Pack, the altered texture doesn't load, instead loading the default texture. I have ensured the file name is turtle_helmet.png, as it is in the jar file, and the folder hierarchy is correct, as other altered textures have loaded in-game. Refreshing the resource pack does nothing.

It seems that placing the texture in a folder named "item" fixes the issue, as opposed to the "items" folder every other item texture in the resource pack pulls from, including the two sword textures already edited.
This was part of the resource pack changes in 1.13, see MC-131796.
